Update
A much better suggestion than Wryneck is
Northern Andean Flicker (Colaptes cinereicapillus)
which is consistent with the South American theme, and is yellowish.
Update
However, the bird on the stamp does not look right for a Flicker, and I have been unable to locate details of the painting that was used for the stamp, so I
think it is best to leave this particular bird as "unidentifiable".

The second stamp in the issue features
Eurasian Sparrowhawk (Accipiter nisus). The same image was used on a
2002 stamp issued with the name "Guinea".
A detailed view of the
source picture by Gould
reveals that the prey is
House Sparrow (Passer domesticus), and a second Sparrow is flying away just below the tail of the
perched Sparrowhawk.

Commonwealth Stamps Opinion reported the date of issue as 24 April 2019,
but
this cover may be showing the intended date,
although the stamps all have "2018". Confusingly, I had received an email from Malawi Post early in April informing me that there would be a new issue of " 'endangered animals' on 27 April 2019".

The last does not occur in Cambodia. Each stamp has the text "Keep our nature, it's our identity". Another water bird instead of the Hornbill would have been more appropriate.
Update:
This leaflet gives the date. Having scanned the stamps, I now
realise that the Hornbill stamp is perforated, but the Anhinga is imperforate.
