A correspondent from Kyrgyzstan has pointed out that this stamp actually shows Saker Falcon (Falco cherrug). During a visit to the USSR in 1982, I purchased a very cheap book about the birds of Kyrgyzia, printed in Russian. Consulting this recently, I found that the image of the bird on this stamp is based on image labelled "2". The identities of images 2 and 3 have been reversed in the book, so image 3 really shows Gyrfalcon (Falco rusticolus). The stamps designer has used image 2, and given its name as , thus perpetuating the error in the book. The more recent designs also show Saker. I shall show this change after my next monthly update.
